Hi. If I understand well our Debian policy, you should be able to install ALL packages having priority >= optional, i.e. all packages but those having "extra" priority.
Therefore if you find one optional package that conflicts with another optional package, then it is a bug and you may report it as such. One of them should be downgraded to "extra". Thanks.
