It is present in Debian 2.0. At least If you define "in Debian" as everything
on the official ftp servers. e.g.:

ftp://ftp.de.debian.org/debian/dists/stable/   Contents-*.gz
ftp://ftp.de.debian.org/debian/dists/unstable/  Contents-*.gz

I don't know why it is not included on the official CDs.
