For doing debs file, you only need to read the package manual and the
policy manual. Take a look also in Debian mentor mailing list. We are
here to help you and don't be afraid to ask *ANY* question about
package, licenses, policies or even C, Perl, bash or Makefile programma-
tion [The four most languages to know about it in Linux prog... IMHO]

Linux Development Application is also great for more heavy stock such as
libraries and system calls. If you like steep learning curve, go for it
but ensure you know enough about Makefile and Unix utilities. Linux in a
Nutshells is also a great references and you can learn alot in it about 
all those subjects. It has a section about vi, emacs, make, gcc, bash,
etc. Really great books.

BTW, all the HOWTO [/usr/doc/HOWTO] are also great to read. You should
download the linux-doc debian package for them. The kernel source has also
a great documentation section who is install in the kernel-doc package.
