Your quote above has me somewhat concerned. You shouldn't put anything in front of 'man', i.e. "man man" will run the man command and bring up the man page for the man command itself. If "man man" doesn't work, then indeed you don't have it installed. The deb packages are "man-db" and "manpages" I believe.
