We exactly had the same problem. The best solution was a wrapper which sets up ~/.netscape with a default config when running for the first time. The wrapper keeps the user's ~/.netscape sane; i.e. setting disk cache to 0 (we have a proxy), etc. Formerly a shell script it is currently being rewritten in perl.
