Well, the approach I always take on these situation is to subscribe to the main mailing list for the upstream package, where normally all the users of the package hang around. Then I ask the question and since there are always experienced users, I get an answer if a workaround or fix does exist. In the case of the problem with the USR modem, I remember having seen several users asking about those phase B errors...
