Bizare? Debian has policy guidelines. There are rules specified that we believe provide the best way to manage a distribution. There are good reasons for all of them. A unified installation system will come. It is called POSIX packages, and soon all distrbution will use it. With 'soon' I mean just a few years, which is not too long. Nevertheless, there will be differences between the distributions, but they will be smaller.
