I previously had tried the steps of removing the wtmp, rebooting, etc without success. I tried the libc6 upgrade procedure again, without success also. It was due to the non-US package 'ssh'.
The wtmp file remained readable until I ssh'ed to my machine - it then became a binary mess. I downloaded/compiled/installed the source for ssh and haven't had any problem since! I know there is another victim of this out there,.. I hope he can share the same solution.
