It is recommended that any local software -- not a debian package -- be installed in /usr/local. dpkg/dselect ignores this directory(for the most part). There is a file system standard the all linux dists are supposed to follow. It is currently called the FSSTND, soon to be the FHS. It should be in /usr/doc/debian I think. Not 100% sure.
