The partition table is part of (contained in) the MBR. Assuming you refer to the MBR _software_: if fdisk doesn't find a boot sector signature in the MBR, it _will_ install it's own software to the MBR. If the signature is present, it will leave the software alone and just update the partition table. This sounds like perfectly reasonable behaviour to me. The (unfortunately undocumented) switch '/mbr' makes fdisk overwrite the MBR software regardless of the presence of a signature.
