if this is in a makefile, try $$dir instead:

for dir in tcl7.6/unix tk4.2/unix itcl/unix itk/unix \
iwidgets2.2.0/unix; do \
(cd $$dir; $(MAKE) all) ; done
[...]
======================================================================
The single $dir shall be interpreted as a Make variable, and
using $MAKE) instead of make shall allow you to pass in options like
-n and -j, etc.
