What options are you using to start E? I have enlightenment -theme dreamworks. In the /usr/local/enlightenment/themes I have a tar file called dreamworks. To customize the theme create a file called menus and place it in ~/.enlightenment. In this file should be the configuration for your menus. you can do the same with another file.
