I'm having a similar problem, but I think it's being caused by Netscape Communicator 4.02b7. I'm running X 3.3. I'm going to put a reboot/shutdown command on the menu, because that seems to stay alive. Maybe the Tcl/Tk script that wrapped shutdown would be another alternative.
