You have to modify
/usr/src/linux/drivers/char/vesa_blank.c

and modify the line
#define DEFAULT_VESA_BLANKING_MODE      VESA_NO_BLANKING

in
#define DEFAULT_VESA_BLANKING_MODE      VESA_POWERDOWN

and recompile the kernel.
