Pgp is under some strange copyright problems in the United States, which prevents it from being located on the main Debian ftp site or on Debian CDs ... apparently it's illegal to export PGP technology in binary form. It is, however, available (in .deb format, of course) from debian mirror sites outside the US. Pick a site from ftp://ftp.debian.org/debian/README.non-US. What else is missing?
