recently, i had started a thread on the same issue!

here is the recipie.

make sure you have the following line in lilo.conf. if you dont have,
add it and run lilo.

 append="apm=on apm=power-off noapic"

now try insmod apm and halt. it 'should' power off. if it does, add apm
on a separate line in /etc/modules
