No, sorry to say you're wrong here.

And although I'd be inclined to say this statement _should_ be right,
I (the one who packaged -10.2) don't know the reason, and I feel
like there sortof isn't one.

Now here you are absolutely right. Other people have reported that
simply rebuilding -10.2 fixed the missing modules, so that's what I
plan to do when I release 10.3, but why-oh-why they are missing in 10.2
is completely beyond me.
