It moves focus only on a mouse click. In addition to the raise to the top that you request, you can also change the focus to that window without raising it to the top. Clicking on the title bar brings the window to the top, but you can focus on the text portion of the window without bringing it to the top. This is very useful if you want to enter data in a window but you don't want it to cover the window you are copying from.
So, try out olvwm and see if it doesn't do just what you want.
