Debian uses ncurses instead of termcap, which is considered "obsolete".
Just replacing -ltermcap by -lncurses will do the trick.

However, there is a Debian lynx package version 2.7.1-1 (which does
not use termcap nor ncurses but slang).

Why don't you simply use the Debian package?
