Any xclients that you want started when you startup X go in your .xinitrc.
This would include xterms,  xclocks,  xmeters,  AND the window manager.
Specify the geometry for your initial xterms and xclients so they don't
get put on top of each other.  A sample might be this:

xclock -geometry (your geometry here) & 

Note the use of & at the end ... every line should have this except your
last line,  which will read

exec fvwm95

replace fvwm95 with whatever window manager you need to run.

Menus are controlled from the .fvwmrc file ... check the manpage for
fvwm95 for a complete description.  I'd send you mine but my fileserver's
down at the moment.
