Keep netenv and configure /etc/network/interfaces to use different
configurations. For instance, I have:

mapping eth0
  script /usr/local/sbin/map-scheme
  map eth0-loria
  map eth0-nerim

iface eth0-loria inet dhcp

iface eth0-nerim inet static
  address 192.168.0.3
  netmask 255.255.255.0
  gateway 192.168.0.1
----------------------------------------

(I've never tried the loria environment, but it should work.)

/usr/local/sbin/map-scheme is:

. /etc/netenv/netenv 0
echo eth0-$netenv_id

For instance, /etc/netenv/netenv is something like, for nerim:

netenv_id=nerim
# exported variables...
if [ $# = 0 ]; then
  # Change of configuration files...
fi
