Then you should have a /etc/X11/Xmodmap for French keyboards, but it isn't
activated by xdm (only when you login, via /etc/X11/Xsession).
Edit the /etc/X11/xdm/Xsetup_0, and add the following line:
xmodmap /etc/X11/Xmodmap
