This is becoming an FAQ.  As stated in the doumentation, your chat
script should not start pppd.  diald starts pppd when it is ready.
your chat script is only for "chatting" -- that is getting the
connection up.

Change your /etc/ppp/startppp-diald to:

chat -f /etc/ppp/chatscript
