As far as I'm aware, that means you don't have xbase installed (recent version). If that is installed, and you want to get rid of that error message, just touch /etc/x11/window-managers and reinstalling fvwm95 will do. Or, of cource try fvwm2, or any of the other 9 (or more) available window managers.
