You will need three packages; netbase, netstd, and ppp. These will all fit on a floppy (or your dos partition) and can be installed "by hand" using dpkg -i /path-to-package/package-name_version.deb. Once you have these installed, you should be able to establish a ppp connection and begin the larger installation.
