Your version of dpkg is one that was used earlier than 1.1 Debian. The transition went through dpkg-1.1.5aout which is probably not readily available. I have a copy on my machine:
ftp://dwarf.polaris.net/debian/upgrade (hours 10am-2pm and 7pm-10pm EST weekdays) Once you have used 1.1.5aout to upgrade your libraries you should then be able to upgrade to the latest dpkg.
