I don't know the answer exactly, except that syslog.conf has a set of rules, which involve "selector fields". I suspect there's a typo in one of your lines in /etc/syslog.conf. You can read more about it by executing man 5 syslog.conf Alternatively, you might want extract the syslog.conf file from a sysklog package, and compare that with your own, using some variant of dpkg-deb -x.
