Those are the packages. You can install them "manually" using

        dpkg -i FILENAME

They may complain that you need to install something else first.

If you want to use dselect (and you should), you should have a "Packages"
file from the ftp archive or CD where you got the packages. If you
downloaded less than the entire set of packages, you can use
dpkg-scanpackages (it has a man page) to generate the "Packages" file.

You'll need to install the "netstd" package to get the telnet server.
