There is a tool in the X11 contrib which allows you exactly that, it's
called xsession.  In addition you can preprocess the WM configuration
either with CPP or M4 (yes, i know fvwm* can do this, but on the other
hand twm and mwm can not!) and start applications from the menu bar, leaving
you the mouse buttons free for more important stuff than launching apps.
