I am nearly sure that there is no lock file in that directory.
may be it is because of permissions but I do not know how to check it. Reinstalling of logcheck didn't help

Is that lock file present? If so -- and you're sure no logcheck process is
still running -- delete the lock file and see if the problem recurs.
