I have a HOWTO [0] on creating a Debian Package repository. It is meant

Good point. I just did a dist-upgrade of Sarge that I installed from the 14 CD's that I bought last November to the current Sarge after the release on June 6th.

For better or for worse I like installing my Debian system from a script so I know exactly what all it has: being on a dialup line that process is very fast from CD but takes a day over the net.

That is a good case for a local depository, no? And use that instead of the official Sarge mirror. They should be identical, being stable.
