Disclaimer, I've barely used XFCE and then only from a Morphix CD. My first impression was that XFCE would be very foreign to someone used to Windows. I would recommend IceWM with simple thme like Nice or Blue Curve for someone used to Windows. The hot-keys are largely the same as is the look and fell although it can be themed wildly.
