While not as advanced as what you described, when I download some MP3 file from the Internet and it is not up to my standards, I use the easytag package (available in testing). Its user interface is *not* intuitive, but after you learn its "modus operandi", you will want to use it for almost all mass-tagging that you'll have to do. BTW, if it somehow integrated musicbrainz, it would perhaps had the ability you described.
