perhaps you might see the same as i do if you temporarily move your .mozilla-thunderbird folder out of the way, and set up a new account.Ouch! You're right. Fresh install ain't working for enigmail. You should file a bug report. Alex is very good with the fixes. (I've filed several reports on this package over time.)
err... as you can (hopefully) tell from this email. it seems to have just fixed itself. how odd! i'll file a report anyway, since there is definitely *something* wrong.
