It wasn't only orphaned, it was also completely removed from the
development distributions as it was considered obsolete and a better
replacement was available (see <http://bugs.debian.org/197190>).
You might want to try the pork package.

No, a "Request For Package" (RFP) merely states you'd like to have
this particular software included and you want someone else to pretty
please maintain it properly.
An "Intent To Package" (ITP) on the other hand would entail a
commitment to act as the package maintainer.

mention above.
