I think I answered my own question. Poking around at the documentation project's site I found the following:

You have a typo in your /etc/apt/sources.list. Firestarter has been in testing all along.
I would still like to get Firestarter if it's possible. Are there other repositories I don't know about? Here's my /etc/apt/sources.list
---------- #deb file:///cdrom/ sarge main deb http://http.us.debian.org/debian testing main contrib non-free
Edit that line above to fix the typo. Also, Debian prefers we use mirror sites:
http://www.debian.org/mirror/
"Debian is distributed all around the world using mirrors in order to provide users with better access to our archive and to reduce the load on our servers."
