Maybe that is done by discover1, please check the package's
documentation/configuration.

Please post the output of

dmesg | grep hdb
ls -l /dev/hdb
lsmod | grep ide

ide-scsi was the way to write CDs using kernel 2.2 and 2.4, but in 2.6
it's considered deprecated. Check if the ide-scsi driver is loaded
(lsmod), and take a look at the kernel command line
(cat /proc/cmdline), especially look for something like hdb=ide-scsi.
