Why? This is exactly as it should be. It's a PAM issue which is only affected when one logs in via login(1). DMs have no concept of this.
This may be true, but how do you get this to work if you have a policy of expiring passwords and have nothing but client systems in place?
Pushing the "joe user" to running a CLI + startx isn't going to be very successful when you are trying to get acceptance to a new system.
