Of course it does.  A percentage must be a percentage of *something*.

Does each user get an average of 5 or 20 or 2000 emails per day?
That would translate to 3-4 or 12-16 or 1200-1600 spams per day
per user.

And that obviously has a great impact on what kind of box you
need.
