Strange. I have:
title hda: Linux 2.4.23-raid root (hd0,4) kernel /boot/kernelo-2.4.23-raid root=/dev/md0
title hdc: Linux 2.4.23-raid root (hd1,4) kernel /boot/kernelo-2.4.23-raid root=/dev/md0
and it works OK.
If you get kernel panics after GRUB has loaded your kernel, I would suppose the kernel just isn't RAID1 enabled.
