Do you have an old machine? It's bios may not support ISOLINUX. See the install/README.sbm file on the CD for more info and handling.
I've always just booted from a windows floppy and ran install/boot.bat when I have this issue. Unfortunately, we have a lot of oooold hardware at work so I run into it a lot. Check the md5sum of the image. If that's wrong, you'll need to download the image again. If that's right, you may have just gotten a bad burn. Try burning another CD. If all else fails, the Debian homepage has links where you can buy CD images for basically the cost of the media (and shipping).
