In KDE, Control Center -> Regional -> Keyboard Layout. Choose one or more alternate layouts, then select a layout from the taskbar icon. In KDE, you can choose to apply your keyboard layout globally, by application, or by window. Not sure about xkbsel since I haven't used it. Once you've done that, the trick is to know which keys give you which characters. There's probably an easier way, but you can look around in the mapping files in /etc/X11/xkb/symbols.
