The Debian magicfilter package gives version 1.2. 
There is a version 2.3 available from
http://www.pell.portland.or.us/~orc/Code/magicfilter/

It now has a BSD-style copyright, so perhaps that is why it isn't
available for Debian. I emailed the maintainer but didn't get a reply.
Could it not be placed in non-free?

I compiled it myself and placed it in /usr/local. It seems to work well
though I had no problems with 1.2 either. Anybody else using it?
