If your /var dir is not big enough you will have problems with apt-get not having enough room to put downloaded packages. If your /tmp dir is not big enough you'll have problems downloading large files such as ISO's. The /tmp dir is where it is stored until the download finishes and it is written to where you wanted it put.
You said nothing about your / partition. This is where /tmp and /var will be if you don't make them separate.
