Uh, no, the difference between the 'upgrade' and 'dist-upgrade' targets is
that 'upgrade' is not allowed to change the installation state of a
package, and 'dist-upgrade' is.

Both of them resolve "problems" with dependencies... that's kind of the
idea behind dependency resolution.
