you should add yourself to the group src. then you can untar kernel source to /usr/src. the less time spent as root, generally the better.
There is no good reason to unpack source into /usr/src. /usr should be mountable ro, and if it is then you cannot.
The correct place to build kernels and other software is ~
Installing a deb that contains source is another matter altogether.
