I gave up on booting from the debian woody boot floppy, and instead booted from a redhat as 3.0 rescue cd, formatted the drive, expanded root.bin, loopback mounted it, snagged "ar" and libbfd from another machine and unpacked debootstrap.deb into the expanded floppy image, and ran debootstrap manually for a successfull install.
