I have a need for a console device (/dev/tty11) to be chmod 666. Unfortunately, there doesn't seem to be any file where I can set these permissions, other than /dev/MAKEDEV.
So If I change the perms manually, upon next upgrade, debian helpfully resets my perms, and my app breaks.
