As far as I know, metacity is ICCCM compliant (a standard for window managers), so it can be used with any ICCCM compliant panels, toolbars, etc. Metacity just happens to be the default for Gnome, but I expect it would work well with KDE too (though it obviously wouldn't use the KDE theme as Metacity is GTK, not QT).
