probably you're using vfat filesystem type. try to mount manually with root and the options below.
mke2fs -m0 /dev/fd0
mount -t ext2 -o noauto,dev,rw,suid
/dev/fd0 /mnt
mkdir /mnt/{boot,dev}
cp /boot/boot.b /mnt/boot
cd /mnt/dev
mknod fd0 b 2 0
mknod console c 5 1
